A crucial inquiry into the sexual exploitation of
children in out-of-home care was allegedly delayed because of the
refusal of the Victoria Department of Human Services to share
information with the Child Safety Commissioner.
The inquiry, by
the Commission for Children and Young People, was triggered by
revelations that groups of paedophiles are targeting children living in
residential care units across the state, using drugs, alcohol and
