Victoria has long struggled with how best to care for the state's most vulnerable children. When
a child has been a victim or is at risk of abuse and neglect, the
Department of Human Services can seek custody of the child from the
court.
When a court grants custody to the department, its preference is to place the child with relatives who are capable of ensuring their safety, such as grandparents, aunts and uncles.
