Why won't the Catholic Church remove its vow of celibacy for its clergy so that they can get married instead of molesting children?

Catholic priests have been known to have extramarital relationships with women, which has given rise to illegitimate birth amongst the Catholic communities of Southern Ireland.  Also, there are widespread rumours of child abuse by officials in the Church, which Pope Francis has condemned.
Given that this is true, why won't the Vatican Council abolish its vow of celibacy for the priesthood so that they can get married instead of allow such child abuse to continue, or allow the clergy to produce illegitimate children?
