ERIE, Pa. -- The state House of Representatives --
spurred by the litany of horrors contained in the state grand jury
report on child sex abuse in the Catholic Diocese of Altoona-Johnstown
-- with overwhelming support advanced legislation that would allow
victims of such abuse to reach deep into the past to seek civil damages
for harm they suffered.
As Ed Palattella reported, the current statute of
limitations allows child sex crime victims to file civil actions up to
the age of 30. The proposed legislation, now before a Senate committee,
would extend that to age 50 and apply retroactively. It would also
remove all statutes of limitations for criminal prosecution of child sex
