Brouillard is one of the defendants accused of sexual molestation when he was a priest in Guam several years ago. The victim is Leo Tudela. According to court documents Fr. Brouillard said that he made the video to reach out to the parishioners of the Archdiocese of Guam and anyone he may have harmed, to ask forgiveness for his actions many years ago.
