ACC is to stop sending people to counselors, before they are ready to go and then because that person stops going to counseling, because they are not in their right state of mind to go (such as still in poor health and pain), ACC is not to take them off their books. No counseling, until the person is back on their feet and in good health, meaning without any pain, as they will not be able to cope with the counseling, because of being on pain killers, or medication of some sort. And all this while, ACC should be paying for all cost...
